In my opinion... yes.. way too many.
(That's 126" of fish (average).... Less than a gallon each.... You need to triple the volume at least...
I've read that 1" of fish to 5 galls is a good measure...
So by that, you'd need about 700 galls.

i heave 18 koi (5-9 inch ) is it too much in a 125 gallon tank?

Only do about 10-20% on mine a week... Use a fluval4 filter... water is crystal.

Yea, filter wool, good quality charcoal and water changes 20% per week.
